I agree that it is not fair. That arises where for some reason the treatment abroad scheme refuses or does not allow the application to proceed. In the majority of cases the treatment is approved, and in most cases there is a protocol that allows people to sign off on whatever treatment is required. The system must be streamlined. Quicker access to specialist opinion is required for those rarer conditions that are not protocol-driven.
