Given that I was appointed in 2010, I was not there at the time. By the time I had been appointed, the Governor, deputy governors and the people on the next rung were all new, therefore the issue did not arise. To determine people's personal responsibility, one would have to examine individual circumstances, and I am in no position to say anything on it.
