There are always going to be dominant personalities, but there should not be an overwhelming abuse. People have to have their say. One of the things I was proudest of in my term is that no-one in the department would doubt for a second when to tell me I am wrong. That is a pretty essential step for the Secretary General of finance for Ireland.
