General Scheme of Children and Family Relationships Bill 2014: Discussion
10:20 am
Dr. Edgar Mocanu:
Commercial surrogacy is an issue that needs to be addressed, and exploitation of women through surrogacy should not be allowed by law. We feel that once it is accepted that all the surrogacy arrangements will be altruistic the role of the professional societies and entities that provide such treatments is to talk about them and make appropriate arrangements so that payment and the interests of the parties are all respected. Instituting penalties for agreements that have been made according to the law is not required but it is extremely important to impose penalties on anything that is outside the law to prevent exploitation of couples and of women.
