Dr. McVeigh spoke earlier about positive discrimination in education, for instance, as one of the areas where leadership could be developed. We are concerned here with ethnic group or subgroup. How can we identify who is and who is not part of the group? I will be a little facetious to emphasise the point. While we are not concerned with passports, how can we say that one is and one is not? Where is the line drawn, as there is blurring here?
