629. To ask the Minister for Housing, Planning, and Local Government if he is aware that Uisce Éireann is using circular WSP01/16 as justification for requiring sureties when dealing with community water schemes; if he accepts that circular WSP01/16 is relevant in such cases, despite the fact that the circular relates to procedures for planning authorities in relation planning permission, including conditions related private developments to be connected to the public water supply, and does not reference community water connections which are essentially extensions to the public mains and not developments and as such do not require planning permission; and if he will make a statement on the matter. Uisce Éireann has statutory responsibility for all aspects of water services planning, delivery and operation at national, regional and local levels. The scope, prioritisation and progression of individual projects is a matter for Uisce Éireann and is approved through its own internal governance structures.
