113. To ask the Minister for Communications, Climate Action and Environment if he will report on the progress on the establishment of a centre of excellence for district heating as recommended in the district heating steering group's report of 2023; if any pilot district heating developments have been identified outside of Dublin; and if he will make a statement on the matter. The District Heating Steering Group Report, approved by Government in July 2023, sets out an achievable pathway for expansion of district heating. The Report notes that district heating should develop nationally under central direction, with advice and centrally provided support assisting in ensuring standardisation and acceleration of projects. Through its work on developing the Steering Group Report and through its engagement with the sector, my Department is aware of a pipeline of potential district heating projects, including potential projects outside of Dublin.

In order to deliver on the recommendation that district heating should develop under central direction, a National District Heating Centre of Excellence has been established within the Sustainable Energy Authority of Ireland. My Department has worked closely with the SEAI on the design of the core functions of the Centre of Excellence and building a team.
