399. To ask the Minister for Housing, Planning, and Local Government the steps he will take to ensure that local authority employees are treated in the same manner as civil servants in relation to situations where staff who are in an acting position do not get the benefit on the point on the pay scale if promoted to a higher role, only benefiting if they are promoted into the acting role; and if he will make a statement on the matter. In the local government sector, acting up arrangements may only be considered where all options around re-organisation and re-allocation of work have been fully exhausted. Each local authority must also ensure that an acting up arrangement is used only where absolutely necessary.

The matters raised have already been the subject of a Labour Court hearing which recommended that the parties engage at national level to seek to resolve the issue arising. These discussions are ongoing between the relevant unions and the Local Government Management Agency and therefore it would not be appropriate to comment on same at this point in time.
