1569. To ask the Minister for Health the position regarding the implementation of the recommendations of the Independent Review of the Operation of the Health (Regulation of Termination of Pregnancy) Act 2018; and if he will make a statement on the matter. [56957/23]

The final Report of the Review was submitted to the Minister for Health at the end of February 2023. It made a range of recommendations, most of which are operational in nature, with some proposing legislative change.

The Report was considered by Cabinet on April 25th2023. Following the meeting the Government agreed that the HSE would establish an implementation group to progress the operational recommendations, while the proposals recommending legislative changes were referred to the Joint Committee on Health for consideration.

In December 2023, the Joint Committee on Health submitted a report on the proposed legislative recommendations in the Marie O'Shea report. The Minister and the Department will consider the Committee's Report.

The HSE established an implementation group and identified the recommendations that relate to the operation of the service.

A draft implementation action plan has been developed containing a number of workstreams. The objectives, actions and plan of work for each specific planned work-stream will be finalised in collaboration with the members of each work-stream. The Implementation Group is chaired by the NWIHP Director, and the National Implementation Group includes multi-disciplinary representation, comprising healthcare professionals across the TOP pathway and service users with lived experience of TOP services. The first meeting of the implementation group took place in October 2023.
