To ask the Minister for Finance if, with respect to Annex III of the Reduced VAT Rates Directive (details supplied), his Department is considering the potential implications on lowering the VAT rate applied to newspapers and periodicals either on physical means of support or supplied electronically; and if he will make a statement on the matter. As the Deputy will be aware, it is a longstanding practice that the Minister for Finance does not comment, in advance of the Budget, on any tax matters that might be the subject of Budget decisions.
However it should be noted that a zero VAT rate already applies to newspapers, including those supplied electronically.
