123. To ask the Minister for Culture, Heritage and the Gaeltacht the details of any engagement between her Department and the Department of Finance with regard to the establishment of a stakeholder forum, in line with recommendation 14 of the May 2023 Report on Section 481 - Film Tax Credit by the Committee on Budgetary Oversight; and if she will make a statement on the matter. The Department of Tourism, Culture, Arts, Gaeltacht, Sport and Media and the Department of Finance are examining the options available following the recommendation in the Committee on Budgetary Oversight Report on Section 481 (Film Tax Relief) to convene a stakeholder forum to discuss how to maximise the benefits of the Section 481 credit for all concerned stakeholders, to facilitate best practice in employment rights, industrial relations, collective bargaining, address Copyright and Intellectual Property issues and any other relevant issues.

Officials from my Department have engaged with the other Departments that have responsibility for various aspects of the Report of the Committee on Budgetary Oversight including the matter of a stakeholder forum as part of wider discussions in respect of the Section 481 Film Tax Credit. Consideration is being given to Recommendation 14 as part of overall considerations of the Committee’s Report and further engagement between my Department and the Dept. of Finance is expected in the coming weeks on a suitable format for a Forum.
