To ask the Minister for Education and Skills further to Parliamentary Question No. 65 of 31 May 2023, if her attention has been drawn to reports from school principals, teachers and SNAs alike that outline that in practice, the role of a teacher and SNA is broadly the same under home-based summer provision, contrary to her Department’s reply; and if she will make a statement on the matter. As outlined in Parliamentary Question No. 65 of 31 May 2023, where a school is not running a Summer Programme or a place on a school-based programme is unavailable, a home-based programme is available for pupils with complex special educational needs.
The Department’s approach is clear that the role of the teacher and SNA are distinct where a teacher is to provide tuition and a SNA provides care support as appropriate. Under the terms and conditions of the home-based summer programme, it is a matter for parents to ensure they source a registered teacher or SNA to provide the appropriate provision for the Home Based Programme i.e. to implement a programme of learning or to provide a programme of care.
