272. To ask the Minister for Employment Affairs and Social Protection further to parliamentary question No. 505 of 31 January 2023, if she will outline the advantages to the applicant of switching from disability allowance to invalidity pension; and if she will make a statement on the matter. Invalidity Pension (IP) is a payment for people who are permanently incapable of work because of illness or incapacity and for no other reason and who satisfy the pay related social insurance (PRSI) contribution conditions. 

A claim for IP was received from the person concerned on 02 February 2023.In order to establish medical suitability two forms were sent to him on 03 February 2023.  On receipt of the completed forms, the IP claim will be processed as quickly as possible and he will be notified directly of the outcome. 

I  can confirm that the person concerned is currently in receipt of Disability Allowance (DA) effective from 04 February 2015  and currently assessed with nil means.

IP is a contribution based payment and is therefore not means tested. The basic rate IP is paid at a slightly higher rate than is the DA maximum rate and the financial gain would be the main advantage accruing to the person concerned should he qualify.

I hope this clarifies the position for the Deputy.
