I am pleased to tell the Deputy that a Memorandum of Understanding was signed between the Gardaí and UPC, a leading internet service provider company, on 10 November 2014. In accordance with the Memorandum of Understanding the company will block access to internet child pornography material on the UPC network using a list to be provided by the Gardaí.
This is a voluntary action on the part of the company. The Gardaí are engaging with other companies with a view to signing further Memorandums of Understanding with those companies. Once more of the internet service provider companies are engaged in this initiative then far less of this material will be available to the general internet user. The operation of this new initiative will be reviewed by the Gardaí and by my Department when it has been in operation for six months.
