Question 419: To ask the Minister for the Environment, Community and Local Government the position regarding the provision of a sewerage scheme for Clifden County Galway; his views on the failure of Clifden beach to comply with the minimum EU water quality standards; and if he will make a statement on the matter. The Water Services Investment Programme 2010 – 2012 , a copy of which is available in the Oireachtas Library, provides for the development of a comprehensive range of new water services infrastructure in County Galway. The Clifden Sewerage Scheme is included in the Programme amongst the list of contracts in the county to start in the period 2010 – 2012. My Department is finalising its examination of Galway County Council's Contract Documents for the scheme and a decision will be conveyed to the Council as soon as possible. Once approved, the Council can then proceed to invite tenders for the construction of the scheme.

The scheme itself will provide Clifden with a new wastewater treatment plant and an improved wastewater collection network. It will reduce pollution and improve local bathing water quality. The scheme will also greatly expand the quality and scale of the wastewater infrastructure in the county and will provide capacity to support economic growth and to facilitate new development, while also preserving environmental and water quality standards.

I understand that the scheme referred to is being advanced, or being considered for advancement, by Longford County Council under the Small Public Water and Sewerage schemes element of its Rural Water Programme. In February 2011 a block grant allocation of €323,000 was announced by my Department for Small Public Water and Sewerage Schemes in Longford. Responsibility for the administration of the Rural Water Programme has been devolved to local authorities since 1997. The selection and approval of individual schemes for advancement and funding under the programme, within the overall priorities set by my Department and subject to the block grant allocations provided, is, therefore, a matter for the local authorities. Accordingly, information in relation to funding of this scheme may be sought from Longford County Council.
