Water and Sewerage Schemes

The Roscommon Towns & Villages Sewerage Scheme is included in my Department's Water Services Investment Programme 2010 – 2012 at an overall estimated cost of almost €23 million.

I understand that the contract for the collection networks at the various locations is well under way and that Roscommon County Council expects to complete the works by mid 2011. In addition, the Council has invited tenders for the provision of new wastewater treatment plants in the ten towns and villages under a Design Build and Operate (DBO) contract. The contract will also include the operation of new wastewater treatment plants already in place in Cootehall, Lisacul and Tulsk.

The Council is currently examining the tenders received for the DBO contract and expects to submit its tender recommendation for the award of the contract to my Department early in the New Year.

Further to my comment of 28th December 2010, I see that some parts of this new initiative are well advanced. From discussions with engineers responsible for the design and installation of such schemes previously, it was stated to me that their efficiency was unproven, particularly regarding the removal of nitrates and phosphates, especially in dormant times during the winter.
Even a basic understanding of the reed bed function would allow these problems to be overcome. I hope the design shortcomings will not be repeated in the new schemes. It is no good to simply capture the pollutants via organic take-up. They must then be physically removed, as outlined in my website.
