Question 66: To ask the Minister for Justice and Law Reform if his attention has been drawn to the concern expressed by the head of the Garda Síochána Inspectorate (details supplied) at the failure of the gardaí to implement a number of recommendations of the Abbeylara inquiry; if he will list the recommendations that are still being implemented; and if he will make a statement on the matter. Following on from the Barr Tribunal, the Garda Inspectorate published its second report, Review of Practices and Procedures for Barricade Incidents, in February 2007. The report contains eighty-four recommendations made by the Inspectorate. To date, seventy-four of these have been fully implemented, a further seven have been partially implemented and progress is being made in relation to the final three.

These three remaining recommendations relate to the need for a formal arrangement for the provision of professional mental health advice and support to the Garda Síochána at barricade incidents. This is one of a number of issues currently being considered by a high level Cross-Sectoral Working Group, chaired jointly by my Department and the Department of Health & Children. This Working Group includes representatives from An Garda Síochána and the Health Service Executive.

In the meantime, the Central Mental Hospital continues to provide the Garda Síochána with specialist medical support in critical incidents.
