Question 97: To ask the Minister for Transport if in view of the recently ended excise fuel rebate scheme he is considering proposals (details supplied) for an alternative to this fuel rebate scheme; his views on the cost and competitive disadvantage which coach operators face relative to their immediate counterparts in the UK who are entitled to a refund of VAT; if he will make a decision on this issue; and if he will make a statement on the matter. As already indicated in my recent replies to similar Dail Questions, the Finance Act 2008 provides for the removal of excise duty reliefs in the bus sector with effect from 1 November 2008. Since this is in line with our EU obligations, there is no power to restore the scheme. The operation of VAT is a fiscal matter, which falls under the responsibility of my colleague the Minister for Finance.
