Question 162: To ask the Minister for Transport the articles of Directive 2005/66/EC which have been fully transposed; the articles which have not been fully transposed; the outstanding measures that are required of his Department under this Directive that have not been implemented; the deadline that applied or applies to each; the action he is taking to fully transpose the Directive; and the reason for the delay in doing so. Articles 3 and 6 of Directive 2005/66/EC have been fully transposed. The provisions of Article 4, which has been partially transposed in respect of passenger cars with transposition in respect of small vans outstanding, and Article 5 are required to be implemented with effect from 25 May 2007. Regulations to fully transpose Articles 4 and 5 are being prepared by the Road Safety Authority who are responsible for vehicle standards.
