I move amendment No. 145:

In page 155, between lines 32 and 33, to insert the following: “(16) Where a planning authority demonstrates that the development plan or proposed variation to such development plan is consistent with the National Planning Framework and the National Maritime Planning Framework and to be brought into alignment with a National Planning Statement would lead to inconsistency with either the National Planning Framework or the National Maritime Planning Framework, a draft direction shall not be issued on any provisions of the development plan or variation thereof concerned.”.
