Regarding the independent assessor, the Minister of State might briefly outline whether the role is specified in the Bill, whether work has been done already and whether the powers of the assessor to assess the details of the final outcome will be set out via ministerial regulations.

In terms of a period of three, five or ten years, the Minister of State said there had never been a ten-year period.I do not know why ten years are unprecedented. I do not know where that comes from. Perhaps an average of three, five or ten years could be taken. This is the first time this has happened.
