I thank Senator Higgins for tabling these amendments. What the amendments are trying to achieve is to avoid the pitfall or difficulty to which the 2015 Act gave rise in the context of how it was interpreted court. The Senator believes that the same language is used in this Bill and that it will be affected by the same problems as a result.I was listening to the Senator's argument but I am not sure how changing "Government" to "Government of Ireland" will fix anything or make anything materially different. It is obvious which Government we are talking about in Irish legislation.
