Finance Bill 2020: Committee Stage

I will just finish the point if I may - not in an overly leisurely way but I think I am entitled to that. The Minister of State seems to be saying that even if my recommendation had not been ruled out of order, there is no need to engage with it because the scope of it is somehow different to other matters treated within section 4 of the legislation. That is certainly a very novel approach to legislation.The better approach would be to acknowledge that the recommendation has been deemed out of order but that it is not out of order for the Government to take good lawmaking seriously and to consider what I am trying to do on its merits, not on the basis of whether, as a mere Senator, I am entitled under Standing Order 41 to make a proposal of this kind. The Government should make a call on whether there is merit in the proposal and, on that basis, bring forward a proposal on Report Stage. I would be very grateful for the Minister of State's response to that.
