On the point the Minister of State made, I want to make sure she is correct. My understanding is that when a decision is made, only the headline information is made available to the person who has made an observation and such persons are then directed by the Department to make an access of information request for the further details. Is the Minister of State saying that is not the case? My understanding is from people who have made observations and then had to go on to appeal. They knew the Department has the information but it will not give it to them. It insists they make a freedom of information request under access to information.I want to really nail that point. Is the Minister saying that is not the case?
