This is a common-sense amendment. It gives some latitude to communities when they try to improve their areas. I recall some years ago the overgrazing of mountains was deemed to be a great issue. For some reason, there was a decision not to graze the mountains to such a severe extent as before. As a result, the water built up on the sides of the mountains and there was huge slippage. Vast areas on the sides of mountains slipped around Connemara, Leenane and such areas, destroying rivers, lakes, and bridges. It did more damage to that area than all the years of overgrazing.

This is a very common-sense amendment. I am sure that Senator Mulherin will explain what happened in Foxford and Ballina in 2016 and all the money that has been spent on that road.
