I move amendment No. 107b:

In page 37, line 28, to delete “Commission” and substitute “Minister”.

In most legislation it is the Minister who requests that legislation be reviewed. It is very unusual for the bodies that are established under the Minister's authority to decide independently that it is necessary to have a review. I hope the Minister will feel able to support this amendment because it is returning to him the powers that normally reside with the Minister in any event. We are following good parliamentary procedure in moving this amendment.I am not sure if the Minister is shaking his head because he cannot find the place in the Bill or whether-----
