My colleague and friend Senator McDowell praised the Government and pointed to the positive aspects of the situation where the Government had appointed senior judges. There is an article on the matter today in The Irish Times. I have a certain degree of anxiety because it seems that the Minister is anticipating the passage of the Bill - he is nodding - and I wonder what is the legislative basis for this procedure. It seems that there is no legislative basis for it. If there is not, it calls into question the legality of the appointment of the judges.
