I will do my best not to misrepresent the Minister. He is a little bit disingenuous when he denies all association with the constitutionality question and so on and so forth because it was specifically in response to these issues of constitutionality, raised by Senator McDowell and myself, that he said that he would come back on Report Stage in a way that will allow us to progress the Bill. He has just said now that he is certainly contemplating introducing something very similar to Senator McDowell's amendment No. 86b. So, the Minister is addressing the constitutional issue and that is fine. I do not see why he does not introduce his amendment now, particularly if Senator McDowell has done all of the work for him and has tabled the amendment. It is a simple matter for the Minister to simply table the amendment. There is a certain amount of fudging going on here but I am glad to see that the Government is moving at least.
