Do not say that yet. I do not give instructions but I have advised both Departments that they should formulate a comprehensive plan on what needs to be done. It may very well happen before those 12 months are up. I ask the Senators to bear with us on this as we are all in unison. I can see where they are coming from on the matter. I have no choice but to liaise with that Department for the time being.
