What was required in this detailed and technical matter was precise clarification of all aspects of the Bill. I will refer again to section 14, which relates to education provisions. To follow existing structures of the CRRA, libraries and archives are in a separate section and we do not want to cause confusion for the stakeholders. I think that was the reason. Maybe it was done too precisely but the objective was to cover every aspect. The two separate sections were put in so as not to cause confusion for the stakeholders.
