The next speaker is Senator Mark Daly who has eight minutes. I will have to be strict on time. Speakers can discuss among themselves the way they want to divide speaking time. The Minister is to reply to the debate at 3.56 p.m. We can all do the mathematics. It will be challenging to allow everyone time to make a contribution.
