Planning and Development (Amendment) Bill 2016: Report Stage (Resumed)

I am not questioning the length of or the efforts that went into the consultation process by Members of this House, the Dáil and the committee and by members of the public and the local authorities.Every effort was made. We have to learn lessons from the past and particularly from what the country has gone through over recent years. The proposed amendment No. 30 is a good suggestion because it means there will be a final debate on the national plan. I ask Senators to cast their minds back to the introduction of other national plans not so long ago. When a Fianna Fáil-Progressive Democrats plan was drawn up, Tom Parlon put up signs saying "Parlon country" with no understanding of proper spatial planning. This amendment relates to what will happen at the end of the day after the process of consultation. I am delighted that people are starting to learn. I hope Fianna Fáil will support this because we have to learn from the mistakes of previous Fianna Fáil Governments.
