Planning and Development (Amendment) Bill 2016: Committee Stage

I agree with the sentiments expressed by Senators Boyhan, Humphreys and Reilly on this amendment The Minister of State was a councillor, as was I. Councillors take their positions as representatives of their communities very seriously and would not initiate a variation to a development plan unless they thought it necessary. As the Minister of State is aware, councillors work on the ground every day of the week and know what is going on in their communities, which the executive may not know. I strongly support the thrust of the amendment. Councillors have to go before the people every five years to be adjudicated upon but the executive do not, which is another difference that should be taken into account in regard to this legislation.

Although it may not be relevant to this amendment, in December in the Lower House the Minister, Deputy Eoghan Murphy, indicated that he would bring forward an amendment on Committee Stage of the Bill in the Seanad to classify data centres as strategic infrastructure but I do not see any such amendment before us today and ask the Minister of State to enlighten us in that regard.
