Before we commence, I remind Senators that a Senator may speak only once on Report Stage except for the proposer of a recommendation who may reply to the discussion on the recommendation. On Report Stage each recommendation must be seconded.

I welcome the Minister of State at the Department of Finance, Deputy D'Arcy, back to the House.Recommendation No. 1 in the names of Senators Higgins and Nash has been ruled out of order because it does not arise from Committee proceedings and involves a potential charge on the Exchequer.
