I welcome the representatives of Retail Excellence Ireland who are in the Visitors Gallery and I would like to raise the issue of out-of-town business parks. During the Celtic tiger era, the majority of these parks were set up for manufacturing industries or offices and not for retail outlets. They have had a huge effect on town centres. A legal challenge has been taken in my county relating to why retail units were allowed into the business parks. I would like to ask local authorities what are the rules and regulations governing the parks because, as far as I can see, they make them up as they go along.When this challenge came, the local authority ducked and dived. I want to ask the Minister for Housing, Planning, Community and Local Government for a debate on this issue. There are retail hardware stores, clothes shops, shoe shops and even churches in these business parks. There is no paid parking and people have to go down the town for the privilege of paid parking. Businesses are struggling and we need a serious debate on these out of town business parks.
