I do not normally allow people to have two bites of the cherry. The Senator already raised this specific issue on the Commencement of the House and, as such, there has been a duplication. I will give him the benefit of the doubt this time. Any issue raised on the Commencement should not be regurgitated on the Order of Business because it defeats the whole purpose of raising points. I am sure Senator McDowell has something new and innovative to offer.
