Planning and Development (Housing) and Residential Tenancies Bill 2016: Report and Final Stages

I welcome the Minister of State's amendment. It has arisen from the debate in this House. The amendment strengthens the Bill and makes it much better. After three years the Minister will review the process and there is a possibility of extending the procedures for a further two years if it is considered that it is necessary to do that. If the process is not working the procedures will not be extended. The amendment which has arisen from debate in this House makes the Bill better and stronger. The objective of amendment No. 7 can be met at a joint committee. It could carry out a review if the Houses of the Oireachtas are not happy with what has happened in respect of the Bill. The joint committee could take it upon itself to carry out a review on whether the Bill is doing what it is supposed to do.
