As Second Stage of this Bill was taken in the previous Seanad, I allowed some latitude but I ask that Members be brief in their contributions. There are 53 amendments and we have not got to decide on the first one yet. I ask Members to be conscious of that. I note Senator McFadden wishes to contribute.
