I want to clarify that is not the issue. I used my time as I always do to deal with the issues. Rather than making a flowery speech and coming back here in the weeks to come, I flagged the issues that need to be sorted out. If that causes people upset I am sorry, but it is the only way to move this on. We are talking about 30 or 40 years at this stage. It is a genuine attempt to put the issues out there that have to be addressed and sorted out. Some of them will take a little bit of time but I might as well flag it now and deal with it. It is the commitment of Government and the programme for Government to implement the Manning report. This Bill is part of that. In case there is any doubt, we are fully supportive of the efforts here to move this on. We want to move it on, not to just keep talking about it.
