I note that many Senators have been involved in bringing forward the issue of councillors and their remuneration. I particularly wish to acknowledge my colleague Senator Denis Landy who has been tireless in his efforts to improve the lot of councillors.I am not going to reiterate the many points that have been made on issues such as the level of remuneration, the level of support and the PRSI benefits to which councillors are entitled. We must acknowledge that there is an advisory group in place and I am confident that when this group examines the role of councillors, it will have no option but to make a positive recommendation on pay and conditions. As a society, we must ask ourselves what we want. We have given local authorities more resources, in terms of funding, and more responsibility. We must now ask whether we are going to be serious about the remuneration we give to councillors who take on this responsible role. I do not want to see a scenario where only people who can afford to, namely, the noblesse obligetype, contribute because they have the resources behind them. They should not be the only people who end up representing local communities, sometimes in areas that are most important to those communities, as we saw during the recent flooding crisis. We must decide what we want and we must want a proper system of local government. We will not have that, unless we remunerate councillors properly.
