On Second Stage I outlined that section 9 was one section on which I needed more clarification.Section 9 deals with the right of the local authority on the advice of the CEO to sell up to 49% of the shareholding of a port or harbour away. Who values these shares and at what valuation will they be set out? What rights do the shares give shareholders of the 49% in relation to lands and rights in the port itself, including access to the water? Can the Minister clarify if the shares will be valued by an independent body or the Minister's office? Where does the valuation come from and what rights will people have when they take over the shares?
