Assisted Decision-Making (Capacity) Bill 2013: Report and Final Stages

I will take the last point first because it is important in terms of reassurance. These are very specialist issues. These are not the typical burglary or car robbery incidents. This is a very specialist panel. One could take a serious look at what happens people in an acute unit who get a hearing before a tribunal. There is no waiting time because it is a very specialist panel and it will be the same in this case. As we are human we are inclined to foresee Armageddon and that the courts will be packed with people. God knows there would be days when one or two of us, including myself, would cast doubts. This is not something that will happen in the same way that the courts hear ongoing cases of crimes that are committed. This is a very specialist area. There is no waiting list in terms of tribunals. I do not foresee a waiting list for capacity hearings.
