Before we commence, I remind members that a Senator may speak only once on Report Stage, except the proposer of an amendment who may reply to discussion on it. On Report Stage, each amendment must be seconded.

Amendment No. 1 is a Government amendment which arises out of committee proceedings. Amendments Nos 1 to 3, inclusive, amendments Nos. 73 to 75, inclusive, amendments Nos. 77 to 111, inclusive, and amendment No. 113 form a composite proposal and will be discussed together by agreement.
