I thank the Minister of State for his response. He stated the new EU rules or guidelines were recently introduced but I wonder when that was. With regard to their transposition, were they rules or guidelines? The Minister of State mentioned both words. Were they transposed into Irish law by way of statutory instrument or was a report submitted? How was it assessed by the Minister? Were they referred, for example, to the Joint Committee on European Affairs, the Joint Committee on Jobs, Enterprise and Innovation or the Joint Committee on Finance, Public Expenditure and Reform? Has there been legislative scrutiny of these changes? Could the Minister of State provide detail on that?
