With respect to the Minister of State, I have seen loads of legislation come through here with different dates, times and specifications included. The Water Services Bill included an awful lot of them on the payment of water charges. There were certainly timeframes included in that Bill and it is something that should be included in this one. It is part of the recommendation of the working group. Why would it be left out if it has been recommended by the working group and has been agreed to by all parties in the working group, including the Minister of State's officials? We do not want to see slippage in the issue and the only way to ensure whichever Minister is in the chair has to abide by that six-month rule is to put it in the legislation. I cannot understand why the Minister of State will not put it in. Can he advise us why he has been told to leave it out?
