Amendment No. 31 is in my name and I thank the Minister for her response. I would like Parliament to tell the bodies the degree of consultation in which they need to engage. Across the sphere there is regulatory capture of regulatory agencies by the bodies they are supposed to regulate in the public interest. Parliament should make a stand on that issue. I appreciate what the Minister has said and will not press the amendment. I am not interested, however, in what the authority thinks is appropriate. I want it to do the job of regulating the sector.
