On what Senator Mooney said about people pursuing long courses beyond the age of 23, it does not even have to be medicine because if they fall out of the system for a number of years, return and re-engage and then do a three or four-year course, it could take them well beyond the age of 23. It would be nice to know that the supports were still in place for them because they do need it when they are in education - they need the back-up supports. If the Minister is telling us that they may be there and will be there and that there is no problem, then I fail to see why we cannot change the wording from "may" to "shall". I just cannot see the reasoning behind it. Perhaps the Minister would provide clarity on why it cannot be changed.
