As usual, the Minister has not answered the question I put to her. The question is specific. Has the Minister or her Department given any consideration to any implications this change may have with regard to the issue of consummation and how the courts might interpret that? I understand from her response that the answer is "No" and that she is leaving it to the discretion of the Judiciary. However, what I want to know is whether any thought, consideration or analysis was done within the Department on this and, if so, how was it constructed and how did the Minister arrive at a conclusive evaluation.
