In 2010, Mr. Gormley, in his carbon Budget Statement, stated his Bill would provide "a strong legislative framework [to support the] transition to a low-carbon, climate-resilient and environmentally sustainable [economy]". Consequently, there are papers over in the Custom House that presumably have been gathering dust for the past five years. The Intergovernmental Panel on Climate Change report in 2014 left one in no doubt as to the precise nature of the challenge. It concluded the evidence of climate change is unequivocal and showed how man-made emissions of greenhouse gases are driving climate change. Consequently, I will press the amendment, albeit not to a division. However, I will try to get across the message from the Parliament to the permanent Government it should get a move on and stop delaying tactics in matters of climate change.
