From that point of view, I suggest that we proceed and pass Committee Stage, whether Senator O'Brien wants to proceed with the amendment or not, and give the Minister of State a chance to come back on Report Stage to deal with the specific matter of the term and number of years to be specified. That is the point at which we are falling down and for which we do not have a specific answer. I am prepared to amend the Order of Business so that we deal with Committee Stage only and come back to Report Stage at a later stage and at which time we can have this matter specified.
